Reconstruction after a war requires an enormous effort that goes far beyond restoring destroyed infrastructure. It means addressing the economic damage and the humanitarian, social, and environmental consequences that conflicts leave behind. Available estimates give a sense of the scale of the needs, but often underestimate the reality on the ground. They nonetheless make one thing clear: no country can manage alone. Without lasting international support, recovery is out of reach.<\/em><\/p>\n

The chart illustrates the resources needed for post-war reconstruction in several countries affected by recent conflicts. It uses two indicators: the total cost in billions of dollars (left axis) and the same figure expressed as a share of nominal GDP (right axis). This allows us to capture both the scale of the needs and their weight relative to each country\u2019s economic capacity.<\/p>\n

Ukraine\u2019s reconstruction requires the largest amount of resources. Today total needs are estimated at over 520 billion dollars. This sum corresponds to roughly 280% of Ukraine\u2019s GDP: meaning that covering it entirely would require nearly three years of economic output, assuming\u2014which is unrealistic\u2014that all available resources were devoted solely to this purpose.<\/p>\n

Equally alarming is the bill for the war that began in the Gaza Strip in October 2023. Reconstruction estimates exceed 53 billion dollars and amount to 388% of the territory\u2019s GDP.<\/p>\n

Syria remains a dramatic example of the disproportion between needs and domestic economic capacity. After more than ten years of civil war, the resources required for reconstruction would amount to roughly 1,250% of GDP.<\/p>\n

Similar calculations can be made for other countries where war has recently ended or is still ongoing, such as Yemen, Ethiopia, Azerbaijan, and Lebanon. All these examples confirm that reconstruction cannot be sustained by national resources alone but requires massive and continuous external support.<\/p>\n

It must also be considered that estimates from official bodies such as the World Bank, the United Nations, and the EU provide an indicative picture of the scale of required resources, but they are uncertain and often underestimated\u2014especially when data access is limited or conflicts are still ongoing.<\/p>\n
