In Italy, growth was weaker, with one exception: Milan. The Lombard city kept pace with European trends thanks to urban regeneration, infrastructure investments, and strong international appeal. Taking the 2015 average price as a base of 100, a value of 120 indicates a 20% increase relative to the reference year, while a value below 100 signals a decrease.<\/p>\n<p>In the Eurozone, growth has been strong and steady: since 2015, housing prices have risen by nearly 60% on average. The reason is economic: demand has increased and, given rigid supply, prices started to soar. Several factors contributed to rising demand: very low interest rates introduced after the 2008 financial crisis, which made mortgages more accessible; growing urbanization, with more and more people attracted to large cities; and, in some countries such as Germany and France, public policies supporting the residential sector through incentives and subsidies.<\/p>\n<p>Italy as a whole did not follow the same trend: stagnant incomes and economic uncertainty dampened demand, and the pull of urbanization was weaker. The exception is Milan, where the index rose from 100 in 2015 to 166 in 2024\u2014a 66% increase, matching or even exceeding the European trajectory.<\/p>\n<p>Rome and Turin, on the other hand, show a different picture. In both cities the index remains close to the 2015 base: in 2024 Rome sits just above 100, and Turin around 105. After several years of decline, prices appear to have reversed course only recently, but they remain far from the levels seen in Milan and the Eurozone.
