Making these forms visible is the first step toward addressing them, but this requires uniform, systematic, and regular data collection. At the same time, governments must rigorously evaluate the anti-poverty measures they introduce.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">According to 2022 estimates from the European Commission, approximately 95.3 million people in the European Union are at risk of poverty or social exclusion. This issue continues to grow despite decades of discussions and interventions aimed at addressing it. So, where have we gone wrong?<\/span><\/p>\n<h3><b>Poverty Is Not Just About Income<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Poverty in Europe is particularly severe among those under the age of 18. According to Eurostat data, in 2023, 24.8% of individuals under 18 were at risk of poverty or social exclusion in the EU, compared to 20.6% among adults.<\/span><\/p>\n<p><span style=\"font-weight: 400\">However, poverty is not solely a matter of income. It also encompasses less visible factors that can lead to the social exclusion of an entire generation, exacerbating inequalities. Educational poverty is one of the most critical forms of this hidden poverty, with consequences that extend beyond individuals to affect society as a whole.<\/span><\/p>\n<p><span style=\"font-weight: 400\">While primary school enrollment rates in the EU are generally high\u2014often exceeding 90% in many countries\u2014concerns about the quality of education are mounting. The World Bank has described this phenomenon as a \u201clearning crisis,\u201d where many students fail to acquire even the basic competencies expected at their education level despite years of schooling. This issue, as Francesca Borgonovi highlighted in the September edition of <\/span><i><span style=\"font-weight: 400\">eco<\/span><\/i><span style=\"font-weight: 400\">, only becomes evident through systematic data collection and standardized assessments that are comparable over time and across countries.<\/span><\/p>\n<p><span style=\"font-weight: 400\">International evaluations, such as the PISA program (Programme for International Student Assessment), have shown that a significant number of students fail to achieve minimum competency levels, even after completing their education. For instance, Eurostat data reveals that the percentage of 15-year-olds with poor math skills has been rising, averaging 30% across the EU in 2022. This figure varies widely, from 25% in Belgium to over 50% in Bulgaria.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The implications of declining basic skills are profound. Individually, these young people face fewer opportunities to integrate into a rapidly evolving labor market. On a broader scale, without the necessary skills to navigate an increasingly complex social and economic reality, an entire generation risks becoming disengaged from civic life, threatening social cohesion and economic stability across the EU.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Another critical form of poverty where reliable data is essential is housing poverty. The inability to afford adequate housing has profound implications for the security and stability of individuals and families, particularly those with young children or teenagers. A lack of stable housing is one of the most extreme forms of social exclusion, severing access to basic services, social networks, and opportunities for personal development.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Yet, these individuals often remain invisible in official data. Fundamental questions such as \u201cHow many homeless people are there in Europe?\u201d remain unanswered due to the absence of a standardized EU definition of \u201chomelessness\u201d and the lack of uniform, comparable data collection systems.<\/span><\/p>\n<h3><b>The Importance of Data and Evaluation<\/b><\/h3>\n<p><span style=\"font-weight: 400\">The challenges outlined here make it clear that income redistribution policies alone are insufficient to combat poverty. A more comprehensive approach is needed\u2014one that uses data to reveal the complexity of poverty. Tools such as standardized tests for assessing students\u2019 skills or coordinated efforts to collect data on homelessness, like the &#8220;point-in-time&#8221; counts discussed by Michela Braga, Paola Monti, and Chiara Serra in the August issue of <\/span><i><span style=\"font-weight: 400\">eco<\/span><\/i><span style=\"font-weight: 400\">, are essential for understanding an ever-changing reality. Investments in data collection systems are crucial to guiding institutional action.<\/span><\/p>\n<p><span style=\"font-weight: 400\">However, data collection alone is not enough. Once the nature of a problem is understood, it becomes essential to identify effective policies and rigorously evaluate them.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Consider a classroom of students using tablets to complete questionnaires assessing their academic skills, personal experiences, attitudes, and aspirations. Over the following weeks, half the class is randomly selected to receive scholarships, while the other half continues with their regular curriculum. At the project\u2019s conclusion, all students retake the questionnaire, and the results are compared to measure the program&#8217;s impact.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Did the scholarships work? Did they reduce dropout rates? Improve academic performance? Give working students more time to focus on their studies?<\/span><\/p>\n<p><span style=\"font-weight: 400\">This example illustrates the core principle of a randomized control trial (RCT)\u2014a rigorous scientific method for objectively evaluating the effects of a policy or intervention. By randomly assigning participants to a program, researchers create two distinct groups with, on average, similar characteristics. This approach is particularly advantageous in the context of anti-poverty policies, where every decision carries significant weight, especially under tight budget constraints.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The use of randomized control trials (RCTs) has revolutionized international development and poverty reduction strategies. This was highlighted by the 2019 Nobel Prize in Economics, awarded to Esther Duflo, Abhijit Banerjee, and Michael Kremer for their pioneering work in this methodology.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In Italy, however, a rigorous approach to designing anti-poverty policies is still largely absent. Effectiveness is often assessed through ex-post monitoring, while ex-ante experimental approaches remain rare. One notable exception is the Tutoring Online Program (TOP), developed by the Laboratory for Effective Anti-Poverty Policies (LEAP) at Bocconi University.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The TOP program was introduced during the pandemic to address educational disparities among disadvantaged middle school students. It paired these students with university volunteers who provided virtual tutoring. An RCT demonstrated that just three hours of tutoring per week led to significant improvements in the students\u2019 academic performance (+4.7%), psychological well-being (+26%), and socio-emotional skills (+21.1%).<\/span><\/p>\n<h3><b>Spreading a Culture of Scientific Evaluation<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Rigorous evaluations are essential for addressing all forms of poverty and achieving the Sustainable Development Goals set by the United Nations and adopted by European institutions. Uniform, systematic, and regular data collection enables a deeper understanding of the issues, while RCTs allow governments to focus investments on the most effective solutions.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Countries like Spain have already taken steps in this direction, creating initiatives like the Inclusion Policy Lab to evaluate key government policies using RCTs. Italy and the EU as a whole should expand such efforts, investing in research infrastructures and promoting a culture of scientific evaluation in decision-making processes.
