The goals are familiar: to promote gender equality, improve women\u2019s labor market conditions, and support families\u2014including to encourage higher birth rates. Many fathers have taken advantage of the policy, but the results haven\u2019t always matched expectations. Still, there\u2019s an encouraging sign: the reform appears to be driving significant cultural change among younger generations.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>Over the past decade, Spain has undergone a quiet but profound transformation in its approach to paternity leave. What began in 2007 as a modest two-week policy has expanded through five successive reforms, culminating in 2021 with gender-equal, non-transferable 16-week leave for both mothers and fathers. With \u20ac3.4 billion allocated to parental leave in 2023 alone, the policy reflects Spain\u2019s commitment to gender equality and family well-being. But has it truly delivered on its promises?<\/p>\n<h3><strong>A Historic Reform with Modest Labor Market Impact<\/strong><\/h3>\n<p>Today, Spanish paternity leave ranks among the most generous worldwide. Parents are entitled to 16 fully paid weeks, with the first six mandatory and to be taken immediately after childbirth. The reform aimed to reduce gender disparities in labor force participation, increase fathers\u2019 involvement in childcare, and boost birth rates. With near-universal take-up, the measure might be considered a success. Yet, broader impacts are more mixed.<\/p>\n<p>One key goal was to level the labor market playing field for mothers. The logic was straightforward: if fathers share childcare responsibilities, mothers would face fewer career setbacks. However, research on the Spanish reform refutes this idea: effects on gender disparities in employment and pay have been disappointing. Some studies do find small increases in maternal labor force participation and earnings, but these gains are modest and not sustained over time. Meanwhile, fathers&#8217; employment outcomes have remained largely unchanged.<\/p>\n<p>While paternity leave provides legal protections and financial security to fathers, it doesn\u2019t necessarily lead to deep shifts in workplace behavior or employer expectations. Companies may still assume that mothers, not fathers, will bear the primary burden of care. In practice, women continue to make extensive use of other (gender-neutral) family policies\u2014such as the right to reduced working hours until a child turns twelve.<\/p>\n<h3><strong>Surprising Consequences for Birth Rates<\/strong><\/h3>\n<p>Another goal was to encourage couples to have more children by making parenting easier. Yet again, studies on birth data undermine this assumption: the extension of paternity leave has, if anything, slightly decreased birth rates. Couples who benefit from the reform tend to wait longer before having a second child\u2014and are ultimately less likely to have one. This counterintuitive result may stem from changes in family decision-making dynamics. Some researchers suggest that greater awareness of childcare demands might lead fathers to rethink plans for larger families. In short, when fathers experience firsthand the challenges of early childhood care, they may become more cautious about expanding the family. With greater paternal involvement at home, some couples may find a more satisfying balance with fewer children, rather than taking on the strain of a larger family.<\/p>\n<h3><strong>What About Child Development?<\/strong><\/h3>\n<p>There\u2019s also a key question around children\u2019s development. If parental presence during early months is crucial, then extended paternity leave should yield positive effects on cognitive and social skills. Again, Spanish data doesn\u2019t support this theory: no measurable improvements are observed in children\u2019s development, whether in motor skills, communication, or problem-solving abilities. One possible explanation is that paternal care during leave merely substitutes for other forms of care, such as maternal attention or early education.<\/p>\n<p>Some experts argue that what matters most for child development is a stable and predictable caregiving environment\u2014meaning short-term changes in parental presence may not produce lasting effects. In other words, while paternity leave helps fathers strengthen early bonds with their children, it\u2019s the overall structure of care over this period\u2014including access to quality education\u2014that has the greatest long-term impact.<\/p>\n<h3><strong>How Fathers Spend Their Leave<\/strong><\/h3>\n<p>Still, the paternity leave reform has brought positive change. One of the most encouraging trends is increased male participation in family life: some fathers continue to engage in household tasks even after returning to work.<\/p>\n<p>Yet there\u2019s a flip side. Time-use studies reveal that not all fathers use leave the same way. Many spend significant time caring for children, but others use it for hobbies or personal activities. Tellingly, peaks in paternity leave uptake have coincided with major sporting events\u2014like the 2022 FIFA World Cup.<\/p>\n<p>This raises concerns that some fathers may view paternity leave more as personal time off than a parenting period. Future reforms might benefit from awareness campaigns or incentives to promote more active involvement in childcare during leave.<\/p>\n<h3><strong>Youth and Changing Gender Norms<\/strong><\/h3>\n<p>Perhaps the most promising long-term effect of Spain\u2019s paternity leave reform is its potential to reshape gender norms. Research on teenagers whose fathers took leave suggests these young people develop more egalitarian views on gender roles. Boys are more likely to envision themselves as future hands-on dads, while girls express higher career aspirations. These shifts in attitudes may take decades to translate into tangible labor market changes\u2014but they indicate that policies like paternity leave can help lay the groundwork for a more gender-equal society.<\/p>\n<p>When young men see their fathers taking responsibility for caregiving, the idea of shared domestic duties becomes normalized. This could influence future decisions about work-life balance. These subtle, generational changes may help drive a broader cultural transformation, where childcare is no longer seen as a woman\u2019s sole responsibility.<\/p>\n<h3><strong>Leave Alone Is Not Enough<\/strong><\/h3>\n<p>Spain\u2019s expansion of paternity leave represents a bold social experiment. The policy has been widely adopted, but its effects on gender equality and birth rates remain uncertain. It has not significantly altered labor market dynamics or fertility trends\u2014but it holds promising potential to reshape future generations\u2019 attitudes toward gender roles.<\/p>\n<p>Going forward, in Spain and elsewhere, the key challenge for family policies will be designing measures that turn parental leave into lasting gender equality, both at home and in the workplace.<\/p>\n<p>Paternity leave should be complemented by other strategies, such as better access to affordable childcare, increased workplace flexibility for both parents, and incentives that encourage fathers to take on active parenting roles.<\/p>\n<p>The full impact of paternity leave reforms may take years to unfold\u2014but Spain\u2019s experience offers valuable insights for countries seeking a better balance between work, family, and gender equality in the 21st century.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Libertad Gonz\u00e1lez is a professor of economics at Universitat Pompeu Fabra and the Barcelona School of Economics.
