In recent years, European citizens\u2019 trust in EU institutions has been on the rise, consistently surpassing the trust placed in national governments and parliaments. At the beginning of 2025, 52% of Europeans reported having trust in the EU, compared to 37% in national parliaments and 36% in their respective governments. In a context of global instability, this figure confirms that the European Union is increasingly perceived as a stable point of reference.<\/em><\/p>\n

The chart shows the evolution of Europeans’ trust in three institutions: the European Union, the national parliament, and the national government. The data, collected through Eurobarometer’s periodic surveys, represent the share of citizens who report \u201ctending to trust\u201d each institution, covering the period from 2004 to 2025.<\/p>\n

Although subject to fluctuations driven by economic and political cycles, over the last twenty years trust in the EU has remained consistently higher than trust in national institutions. During crises\u2014such as the sovereign debt crisis between 2011 and 2013 or the pandemic from 2020 to 2022\u2014trust in national governments and parliaments tends to decline, whereas trust in the EU remains at higher levels. After reaching its historic low of 31% in 2013, trust in the EU began to rise again, reaching 52% at the start of 2025. In contrast, trust in national institutions has remained steadily below 40% for nearly two decades.<\/p>\n

The increase in trust toward the EU can also be interpreted in light of recent developments: Donald Trump’s return to the White House, rising geopolitical tensions, and shared challenges such as climate change and energy security appear to strengthen the perception of the EU as an institution capable of offering more coordinated and long-term responses than individual governments.<\/p>\n

Eurobarometer surveys allow for systematic monitoring of European public opinion on institutional, economic, and social issues, using representative samples of the adult population in each member state. The consistent trust gap between EU and national institutions now points to a consolidated trend: on average, the EU enjoys broader and growing support.<\/p>\n
